Pacheco Ross Architects, P.C. (PRA) is an award winning, Design and Project Management Firm dedicated exclusively to Emergency Response Facilities.
PRA specializes in state-of-the-art designs, feasibility studies, renovations/additions, adaptive re-use, master planning, land acquisition, bond referendums, public awareness, budgeting, scheduling, LEED and sustainable design. Our services are distinctly Client-based, respect the end-users and have been developed to support our specialized Client base and their unique needs.
Founded in 1992, the company grew its way through the early 1990’s recession. By 1996 it was reorganized as a professional corporation, focused primarily on the architecture of emergency response facilities. The late 1990’s brought a period of rapid expansion. At that time, the firm’s efforts at trade shows began to blossom. Speaking engagements, published articles in books and trade journals, attendance at specifically related design seminars and pursuit of strategic alliances with other firms nurtured and expanded the firm’s dedication to the need for fire, police, EMS, EOC, public safety projects, studies and related work.
Emergency response and public safety design is now the firm’s focus and comprises 100% of the company’s workload. The firm currently consists of seven people, and boasts an impressive track record of successful projects and satisfied clients.
The late 1990’s marked the arrival of Rensselaer Polytechnic Institure (RPI) graduate David J. Pacheco, who in 2002 became a full partner after six years in the firm. RPI graduate Dennis A. Ross is still a partner today. Both individuals are working partners, each managing the particular projects and portions of the business where their strengths excel.
As of this writing, the Partners hold professional licenses in 19 states, and PRA continues to expand its geographic scope, and are now also working in Canada. PRA continues to evolve to serve its clients’ needs. With efforts by municipalities to evaluate, consolidate and update their facilities, we anticipate continued success at the front of the curve as Emergency Response Designers and Consultants.
DAVID J. PACHECO
DAVID J. PACHECO, AIA, NCARB
David J. Pacheco, AIA is an architect and co-owner of Pacheco Ross Architects, P.C., a nationally recognized architectural firm specializing exclusively in the design of Emergency Response Facilities. He is a Cum Laude graduate of Rensselaer Polytechnic Institute, where his education included study in Rome, Italy.
An accomplished designer with over 19 years of fire station specialization, he has received accolades for his practical and aesthetically pleasing creations that respond sensitively to client needs, budget, codes, the environment, and the community.
Mr. Pacheco is NCARB Certified, licensed in nine states, a visiting project architect in Canada, an honorary member of the Kingston Fire Department, an AIA State Director, AIA Past President, a member of both the International Code Council and ASTM, where he sits on the Homeland Security Technical Committee on EOC design standards, and a Trustee of the Rensselaer Newman Foundation.
His broad leadership experience and fire design expertise has enabled him to knowledgeably write, teach and counsel on all aspects of station design. Mr. Pacheco has authored articles for Fire Chief Magazine and co-authored Chief Fire Officer’s Desk Reference and Fire Station: Architectural Insight to Planning, Design & Construction. Most recently, the Capital District Business Review selected him for distinction in their program “40 under 40” in recognition of his contributions as an outstanding young leader in the business community. He has been a juror for national fire station design awards and firematic advisor to architects across North America. Mr. Pacheco lives in upstate New York with his wife and three children.

DENNIS ROSS, AIA, NCARB
Dennis is an architect and co-owner of Pacheco Ross Architects, P.C., an award-winning, nationally recognized architectural firm dedicated exclusively to the design of Emergency Response Facilities.
Ross is a graduate of Rensselaer Polytechnic Institute, where his education included a year as an exchange student with the Polytechnic of Central London. He has over 40 years of experience, including a long tenure in real estate development and construction, which allows him to assess projects from multiple points of view.
Dennis is NCARB certified; a member of the American Institute of Architects, NFPA, the International Code Council, is licensed in 14 states and an honorary member of the Kingston Fire Department. His expertise in project management, land use, budgeting, construction and focus on solutions to difficult problems has enabled him to knowledgeably write and speak on a variety of fire station design issues. Mr. Ross has authored articles for Fire Chief Magazine and co-authored Chief Fire Officer’s Desk Reference and Fire Station: Architectural Insight to Planning, Design & Construction.
In 2001 he was the recipient of the Business Council of New York State and NFIB annual award for “NYS Small Business Advocate of the Year”. Mr. Ross lives in upstate New York with his wife.
